In turning to this explanation, however, an important point must be kept in mind. Gomer does not label herself as a harlot—indeed, she does not even speak in the entire book. Rather, the book of Hosea labels her as such. This means that the prophet or other writers of the book decide that she is to be considered a harlot, which indeed serves the theological agenda of the book of Hosea to portray Israel as turning from YHWH.
